 the Town Council\, Petitions of Candidacy may be requested by calling

 itizen of the United States of America. Be a registered voter in the S
 tate of Delaware\, New Castle County. Be a legal resident within the T
 own Corporate boundaries for a minimum of twelve (12) consecutive mont
 hs immediately preceding the filing of Candidacy. Must successfully pa
 ss a background check\, as provided by the Town of Townsend\, if elect
