The annual Town Council election is scheduled for Saturday, May 7th, 2022, the 1st Saturday in May, from 8:00 a.m. to 6:00 p.m.

There are Three (3) Council positions open for election.

 

Two (2) Council positions are open for a two-year term, until 2024. 

One (1) Council position is open for a one-year term, until 2023.

Declaration of Snow Emergency

Due to weather forecast and in accordance with Section 10.08.010 of the Municipal Code of the Town of Townsend, a Declaration of Snow Emergency has been issued in the Town of Townsend as of 11:00 AM, today, Saturday, March 12th, 2022 through Sunday, March 13th, 2022.

The National Weather Service has issued a Winter Weather Advisory for Saturday, March 12th, 2022, until 7 PM.  Additionally, a Wind Advisory has been issued for Saturday, March 12th through Sunday, March 13th, 2022 at 1 am.  The area is forecasted for light snow accumulations of 1-3 inches.  Residents are also advised of low temperatures from Saturday night into Sunday. 

Residents with even numbered addresses are directed to remove all motor vehicles that are parked on the side of any road within the corporate limits of Townsend. Parking of all vehicles on the even numbered addresses side of the street is hereby prohibited and will remain prohibited during the continuance of the snow emergency. Parking on the side of Townsend maintained streets bearing odd-numbered addresses is permitted.

The Town snowplow contractor has been placed on standby to begin plowing after snow accumulations reach 2 inches.

Municipal Waste Service Guidelines- 2022

Residents are reminded of the following guidelines for trash, recycling, and yard waste collection.  Please take special notice that only trash should be bagged; recycling and yard waste should not be bagged. 

Trash:

  • Please place containers at the curb the night before or no later than 7 a.m. on your scheduled pickup day.
    • Trash must be placed at the curb no earlier than 24 hours prior to scheduled trash pick-up. All trash containers must be removed from the sidewalk area no later than 24 hours after trash pick-up. Trash containers and/or bags should be placed at the edge of the property so as not to block the sidewalk.
  • Pick up times are subject to change. If trash is not picked up as a result of not having it out by the arrival time of the driver; there could be a $25 fee to pick up before your next scheduled pick up day.
  • Please place the carts out to the curb with the wheels and handles facing the house and the lift bar facing the road. The carts should be clear of any obstructions such as mailboxes, cars, utility poles, garage doors, etc. The truck and driver must have clear access to the rollout carts.
    • Trash containers and/or bags should be placed at the edge of the property so as not to block the sidewalk.
  • For a regular scheduled service your pick up includes (1) 95 – Gallon cart. Please call in to schedule an additional pickup for extra trash or bulk items. (Additional charges may apply)
  • Please bag all trash.

 

Recycling:

  • Please break down or cut any large cardboard boxes and place all recyclable loose on the provided cart.
  • No bags please

 

Yard Waste:

  • Yard Waste is collected on a bi-weekly basis on the same weekday as trash and recycling.  Yard Waste is collected beginning April 4th, 2022 through December 26th, 2022. 
  • Yard waste must be placed loose inside the provided container.
  • Absolutely NO bags can be placed in the can or beside it.
  • Lids on cans must be able to close, nothing sticking or hanging out of the can.
  • Along with the can, GFL can take small bundles of twigs, branches, etc. They must be bundled with sturdy twine and manageable by one person. No more than 3 additional small bundles. 
  • PLEASE NOTE***GFL does NOT take sand, dirt, sod, mulch, rock or large thick tree trunks. Branches no thicker than 3” in diameter and no longer than 4’ in length.

Notice for Construction – Karins Blvd. & Route 71 Site Improvements

This construction notice is being issued to make you aware of construction activities for the project listed above. 

The project includes site improvements such as pavement milling, base repair, asphalt placement, concrete sidewalk extension and inlet replacement.  The construction of this project is scheduled to begin Monday, March 14th, 2022

We regret any temporary inconveniences you may experience during the construction.  While every effort will be made to provide continuous automobile and pedestrian traffic during the construction, please be aware of any temporary parking restrictions, road/sidewalk closures or detours that may be posted.

The safety of residents, motorists, pedestrians, and workers will be a priority during the construction.  During construction, please be aware of any safety signage, barriers, equipment and workers so that we can maintain a safe and secure construction zone.

The Town of Townsend, DE is seeking applications for the position of Town Clerk.

JOB DESCRIPTION:

This position is responsible for preparation and maintenance of fiscal, administrative and regulatory records for the Town. Work is performed in accordance with the Town Charter, ordinances, and general law, and requires initiative and the ability to work effectively and independently with the public and other officials.

The Town Clerk shall have the power to certify town documents including, but not limited to, the town map, ordinances, resolutions, regulations, amendments, contracts, planning documents, rules and by-laws. The Town Clerk shall have charge and custody of the Town Seal. The Town Clerk shall have charge and custody of books, journals, records, papers and other effects of the town and shall keep the same in a safe and secure place. It shall be the duty of the Town Clerk to ensure proper administration and facilitation of municipal elections. The Clerk shall give notice of Council meetings to its members and the public, record all the proceedings of Council and keep a correct journal of the same in a book or books, to be provided for that purpose and also the papers relative and belonging to The Town of Townsend, all of which are to be carefully preserved and delivered to the Clerk’s successor in office.

JOB DUTIES:

Under limited supervision, reporting to the Town Manager, serves as liaison between Mayor and Council and the public; serves as custodian of Council’s legislative history and official records; attends and prepares minutes of Council meetings; prepares and manages Council’s meeting agendas and meeting calendar; issues public notice of Council and organizational meetings; provides administrative support to Council.

Serves as Election Officer on behalf of Town and as liaison to the Board of Elections; coordinates election activities with New Castle County Department of Elections and organizes election related events.

Manages receipts of Freedom of Information Act requests, manages records retention schedules for all municipal documents as required by Delaware law, schedules meetings and prepares projects/documents and all other duties as maybe assigned by Town Manager. Prepares ordinances, resolutions and proclamations so they can be executed, recorded, distributed, and archived.

Responsible for the issuance of building permits, contractor licenses, tax bills, and all other licenses and permits required by the Town.  Monitors monthly lien and collections reports and coordinates activity with Town Attorney’s office. 

SKILLS & QUALIFICATIONS:

The ideal candidate will have three to five years municipal experience including records management, accounting/bookkeeping experience, and have completed or must complete the Municipal Clerks Certificate Training Program offered by the Institute For Public Administration or equivalent upon being hired. Candidates with comparable experience are encouraged to apply.

Proficiency in Microsoft Office, good organizational and communication skills, and the ability to deal effectively with the public are a must.

The successful candidate must pass a background check and drug test. Salary is dependent upon education and experience. An excellent benefit package is provided.  Applications must be received by March 25th, 2022.
