There is ONE Board of Election Seat open for appointment by Town Council.  The position serves for an Indefinite Term until a successor is duly appointed.  Please note that the 2024 Town of Townsend Election is scheduled for the first Saturday in May; May 4th, 2024.

Townsend Municipal Code: 2.20.080 Board of Elections

The Town of Townsend Board of Elections (to be referred to as “board of elections”) is hereby established, having three members to be appointed by town council.

  1. Each board member shall be a resident of the town and shall serve an indefinite term until his successor is duly appointed.
  2. The board of elections shall be authorized to perform the duties and obligations set forth in 15 Del. C. § 7551, as amended, and to exercise any other such duties specifically authorized by the town council pursuant to the Charter and ordinances of the town, as amended.

  • 7551. Boards of Election; appointment, authority.

(a) A Board of Elections shall be appointed as provided in the municipality’s charter or code and shall oversee the election of the municipality’s government.

(b) Members of municipal Boards of Elections shall be qualified electors in the municipality for which they are appointed and shall not be an elected official or candidate or an immediate family member of an elected official or candidate (mother, father, son, daughter, brother, sister, including half-brothers and sisters, stepfamily members and in-laws).

(c) Members of municipal Boards of Elections shall serve terms as provided in the municipality’s charter or code.

(d) Upon confirmation of a member to a municipality’s Board of Elections, the municipality shall issue a Certificate of Appointment to the member and the member shall swear or affirm the following oath orally and in writing:

I, ________, do solemnly swear (or affirm) that I will support the Constitution of the United States and the Constitution of the State of Delaware, and that I will faithfully discharge the duties as a member of the Board of Elections for the city (or town) of ________ by ensuring that elections within the city (or town) are conducted fairly, impartially and in accordance with the Delaware Code and city (or town) charter and ordinances to the best of my ability.

(e) A municipal Board of Elections member shall not participate in electioneering. Electioneering includes political discussion of issues, candidates or partisan topics; the wearing of any button, banner or other object referring to issues, candidates or partisan topics; the display, distribution or other handling of literature or any writing or drawing referring to issues, candidates or partisan topics; and the deliberate projection of sound referring to issues, candidates or partisan topics from loudspeakers or otherwise. A Board of Elections member who violates this section shall be fined not more than $500 and shall forfeit that Board of Election member’s position on the Board.

(f) Municipal Boards of Elections shall consist of an odd number of members as stated in the municipality’s charter or code, but in no case shall there be fewer than 3 members on the Board.

(g) Unless otherwise provided in the municipality’s charter or code, the municipality’s Board of Elections shall oversee the absentee ballot process for elections conducted in accordance with subchapters IV and V of this chapter.

(h) The Department of Elections shall make training available for the members of the municipality’s Board of Elections on their roles and responsibilities.

(i) A municipal Board of Elections may request, in writing, advice and guidance from the Department of Elections. The Department to which a Board of Elections makes a request shall provide a written response as soon as practical but no later than 7 business days following receipt of the request.

(j) Municipalities shall post the names and contact information for its Board of Elections in the city/town hall or in the building where the municipal government meets, and on the municipality’s website if it has one.

(k) A municipality shall notify the State Election Commissioner of the members of its Board of Elections when such members are installed.

Effective, March 15th, 2024, Town Manager, Antonina Tantillo, MPA, will be departing from the Town of Townsend to pursue a new position.  Ms. Tantillo served the Town for almost four years- almost two years as the Town Clerk, Acting Town Manager, and Deputy Town Manager, and for two years as the Town Manager.  Ms. Tantillo was active in encouraging community engagement in the Town, leading the Town Administration, collaborating with Council, and preparing the Town for continued growth and engagement, during her time with the Town.

The Town of Townsend is seeking qualified candidates for the position of Town Manager.  The Town Manager is an appointed position in accordance with Section 7.3 of the Town of Townsend Charter. 

 

Job Description:

The Town Manager is the chief administrative officer of the Town and leads every department of the Town apart from the Townsend Police Department, in accordance with municipal ordinances, state and federal laws. This includes but is not limited to the following: Public Works, Code Enforcement, Building Inspections, Maintenance, Accounts and Finance Department, Planning and Land Use, Town Clerk’s Office, Building Permits. The Town Manager reports to and takes direction from the Town Council of the Town of Townsend. The Town Manager leads the Town in concert with the wishes of the sitting Mayor and Council. The Town Manager is expected to display exceptional leadership skills and exercise sound judgment with regards to personnel issues, financial management, grant applications, and public relations. The Town Manager works in conjunction with the Town Solicitor, Town Engineer, the Planning Commission, and the Board of Adjustments. 

A key function of this job is building and maintaining effective relationships with the Town of Townsend and its residents.

 

Skills and Qualifications:

Ability to communicate effectively orally and in writing.  Must be goal-minded and possess a self-starting drive to get things done, frequently through other people.  Must possess strong leadership skills with the ability to organize and use time effectively.  Proficiency in personnel administration and knowledge of financial administration and municipal management, working knowledge of government programs and decision-making processes, municipal zoning/planning, grant application and administration; public works and public safety.

 

Desirable Experience and Training:

Required Qualifications:

      • Graduate of an accredited four-year college or university program in public administration or a related field.
      • Applicants must be a U.S. citizen. 
      • Applicants residing outside of the Town of Townsend will be considered. 
      • The successful candidate must pass a background check and drug test. 

Desired Qualifications:

      • Graduate of an accredited master’s program in public administration or a related field. 

Minimum Experience and Requirements:

      • At least three years’ experience as chief administrative officer in a municipal government; or any equivalent combination of experience and training that would demonstrate the skills and abilities to perform the work.

Applicants who may not meet the required qualifications are encouraged to apply if a combination of education and experience is relevant.

 

Salary and Compensation:

Salary is commensurate with education and experience.  Minimum salary starts at $75,000.  An excellent benefit package is provided.

NOTICE: Snow Emergency Declared at 3:00 pm, Friday, February 16th, 2024 Has Now Ended

The Snow Emergency that was declared as of 3:00 pm on Friday, February 16th, 2024 has now ended as of noon on Saturday, February 17th, 2024.  Town streets have been plowed and salted thanks to our snowplow contractor.  Thank you to all for your cooperation with removing motor vehicles parked on the even-numbered addressed side of the roads within the corporate limits of Townsend and for shoveling your sidewalks.

Declaration of Snow Emergency

 

Out of an abundance of caution and due to the weather forecast, in accordance with Section 10.08.010 of the Municipal Code of the Town of Townsend, a Declaration of Snow Emergency has been issued in the Town of Townsend as of 3:00 P.M., today, Friday, February 16th, 2024 through Noon on Saturday, February 17th,  2024.

 

The National Weather Service has issued a WINTER WEATHER ADVISORY FROM 10 P.M. THIS EVENING TO 10 A.M. EST SATURDAY…Total snow accumulations of 2 to 5 inches are expected in portions of central and northern Delaware, northeast Maryland, southern New Jersey and southeast Pennsylvania. Residents are advised that roads may be slippery. Please be reminded to slow down and use caution while traveling. If you must travel, keep an extra flashlight, food, and water in your vehicle in case of an emergency. For additional updates on the impending storm, please visit the National Weather Service website.

 

Residents with even-numbered addresses are directed to remove all motor vehicles that are parked on the side of any road within the corporate limits of Townsend. Parking of all vehicles on the even-numbered addresses side of the street is hereby prohibited and will remain prohibited during the continuance of the snow emergency. Parking on the side of Townsend maintained streets bearing odd-numbered addresses is permitted.

 

Residents are reminded to clear their sidewalks of snow and ice in the event of a snow storm. In accordance with Townsend Municipal Code Section 10.04.020 Snow And Ice On Sidewalks:

“It shall be unlawful for the owner or occupant of any premises in the town immediately in front of, beside or behind a sidewalk to permit or allow snow or ice to remain thereon for longer than 12 hours after daylight after it shall have ceased snowing. The town may have snow remaining in violation of this section removed immediately and charge the cost of removal to the owner or occupant of his property abutting the sidewalk.”
