Town of Townsend Launches Citizen Co-Pilot

Date Posted: Wednesday, July 1st, 2026

The Town of Townsend is pleased to announce the launch of Citizen Co-Pilot, a new online service that makes it easier than ever for residents to report non-emergency issues, ask questions, and connect with Town services—all from the Town’s website.

Whether you notice a damaged sidewalk, a fallen tree, a park maintenance issue, or a sign in need of repair, Citizen Co-Pilot provides a simple, convenient way to notify Town staff 24 hours a day, 7 days a week.

How It Works

Residents can submit reports in two convenient ways:

Online: Visit townsend.delaware.gov and click the Citizen Co-Pilot chat icon.
By Phone: Call (302) 449-9138 to speak with the AI assistant.

Citizen Co-Pilot gathers important details, including the location of the issue, and automatically routes the information directly to the appropriate Town department as a work order, helping staff respond more efficiently.

More Than Issue Reporting

In addition to reporting concerns, Citizen Co-Pilot can instantly answer many of the questions Town Hall receives every day, including:

  • Trash and recycling schedules
  • Permit information
  • Homeowners Association (HOA) contact information
  • Who to contact for issues handled by Delmarva Power, DelDOT, New Castle County, and other agencies
  • General information about Town services and operations

Residents can receive answers at any time—without waiting for normal business hours.

A Partnership with vialytics

Citizen Co-Pilot has been made possible through the Town’s partnership with vialytics, the roadway management and public works platform the Town uses to help manage streets, infrastructure, and maintenance operations.

By integrating Citizen Co-Pilot with the Town’s existing work order system, reported issues can be sent directly to Town staff, improving communication, increasing efficiency, and helping ensure concerns are addressed as quickly as possible.

The Town of Townsend is proud to be the first municipality in the United States to implement this innovative vialytics technology, continuing our commitment to providing exceptional service through modern technology.

Emergency and Town Hall Information

Citizen Co-Pilot is intended for non-emergency requests only.

  • For emergencies, always call 911.
  • Residents who prefer to speak with Town staff may continue to contact Town Hall at (302) 378-8082 during normal business hours.

We encourage everyone to give Citizen Co-Pilot a try and help us keep Townsend a safe, well-maintained, and connected community. Together, we can continue making Townsend an even better place to live, work, and visit.
