Town of Townsend, Delaware
The Town of Townsend is soliciting sealed proposals from qualified and experienced paving contractors for roadway milling, pavement repairs, and asphalt overlay improvements on multiple streets throughout the Town.
Streets Included
The RFP includes the following roadway projects:
- Taylor Street
- Hugh Circle
- Merle Street
- Helen Drive – section from Kaitlyn Drive to Edgar Road
- N. Commerce Street
Important Bid Requirement
Contractors are required to provide separate, itemized pricing for each individual street.
Contractors may submit bids for one or more streets. The Town reserves the right to award individual streets separately, award multiple streets to one contractor, award different streets to different contractors, or decline to award one or more streets based on available funding and the best interests of the Town.
The scope generally includes roadway milling, pavement repairs as necessary, tack coat, asphalt overlay, utility adjustments, traffic control, pavement markings, cleanup, and all associated labor, equipment, materials, and incidental work necessary to complete the project.
Contractors shall use their professional expertise and field assessment to determine the appropriate milling depth and asphalt overlay thickness for each roadway and shall identify their proposed approach in their bid.

Pre-Bid Meeting: August 21, 2026
Proposals Due: August 31, 2026
Construction: Fall 2026, weather permitting
