The Town of Townsend will utilize electronic bidding to receive sealed bids for the Townsend Municipal Park Irrigation System. Sealed bids must be submitted online through the PennBid electronic procurement program prior to 10/25/2023 at 10:00 AM EST, at which time they will be opened and read aloud at the offices of the Town of Townsend, located at 141 Main Street, DE, 19734.
All documents and solicitation details are available at no cost through PennBid (www.PennBid.net).
Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the state of Delaware.
Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value.
Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof. The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00 and the maximum fee is capped at $5,000.00.
The Town of Townsend encourages Minority and Women Business Enterprises to participate in competitively bidding this project.
This project is being funded by DNREC, ORPT – Outdoor Recreation, Parks, and Trails Program.
There will be a NON-MANDATORY Pre-Bid Meeting held on 10/11/2023 at 10:00 AM EST at the Townsend Municipal Park, 0 Edgar Road, Townsend, DE 19734.
Light Ordinance No. 2023-001
Ordinance 2023-001, an ordinance to provide the quality of outdoor night lighting to conserve energy, reduce light pollution, and improve safety by light direction, was passed on September 20th, 2023 with an effective date of November 19th, 2023. The approved ordinance can be viewed below. Compliance with this ordinance is required by ALL property owners.

10/04/2023 National Alert Test & 10/05/2023 Potassium Iodide Distribution
October 4: FEMA and the Federal Communications Commission (FCC) will conduct a national test of the Integrated Public Alert and Warning System (IPAWS).
The scheduled test on October 4 will reach millions of mobile phones across the country via Wireless Emergency Alerts (WEA), radio and television via the Emergency Alert System (EAS), and other communication pathways. The test will take place around 2:20 p.m. ET on Wednesday, October 4, 2023. Backup testing is October 11.
The national test will help ensure that Wireless Emergency Alerts (WEA) and the Emergency Alert System (EAS) continue to be effective ways to warn the public about emergencies, particularly those on the national level. All major U.S. wireless providers participate in Wireless Emergency Alerts and will transmit the national test to their subscribers.
If your mobile phone is on and within range of an active cell tower from a participating wireless provider, you should receive the national test. Wireless providers will transmit the national test for 30 minutes, but your phone should only receive it once.
October 5: Free potassium iodide (KI) tablets to those who live or work within 10 miles of the Salem/Hope Creek Nuclear Stations
The Delaware Emergency Management Agency (DEMA) and Delaware Division of Public Health (DPH) will distribute free potassium iodide (KI) tablets to those who live or work within the 10-mile of the Salem/Hope Creek Nuclear Generating Stations in New Jersey radius (also known as the Emergency Planning Zone or EPZ). The free tablets will be distributed on Thursday, October 5, between 11 a.m. and 7 p.m. at the Townsend Fire Company, 107 Main Street, Townsend, Delaware.
KI is available to residents who have received it previously and whose tablets have reached their expiration date, as well as those who never received tablets before. Individuals with home or business addresses within the EPZ are eligible to receive the KI tablets. Recipients must bring a photo ID such as a driver’s license, proof of residency such as a utility bill, or proof of employment within the EPZ when they go to the Townsend Fire Company—this is the only requirement to receive KI tablets. Residents who have KI that is expired can bring those tablets to the distribution center to exchange for new ones.
KI does not protect against external radiation but can help protect the thyroid gland from ingested or inhaled radioactive iodine that might be released in a radiation emergency. KI is one of the protective measures outlined in Delaware’s emergency plans developed for use in a nuclear incident. The State of Delaware receives the tablets through a program initiated by the U.S. Nuclear Regulatory Commission (NRC).
Delaware residents living outside of the 10-mile EPZ who would like to obtain KI tablets should contact their pharmacist. KI is also available over the counter at some local pharmacies.
The 10-mile EPZ in Delaware is comprised of four Emergency Response Planning Areas (ERPAs):
- ERPA A: Port Penn, Odessa, East of Townsend, North Smyrna, and South St. George’s Areas
- ERPA B: Middletown, East of Townsend, and North Smyrna Areas.
- ERPA C: Delaware City, North Middletown, St. George’s and Reybold Areas.
- ERPA D: The Delaware River and Bay.

Emergency Siren Test on October 3rd, 2023 @ 10:45 a.m.
SMYRNA, Del. – On Tuesday, October 3, at 10:45 a.m., the Delaware Emergency Management Agency (DEMA), Delaware State Police, and the Public Service Enterprise Group Inc. (PSEG), will conduct a regular quarterly test of the Salem/Hope Creek Nuclear Generating Stations Alert and Notification system.
Sirens will be activated for three to five minutes, followed by a test message of the Emergency Alert System (EAS) on local radio stations. Sirens tested are the same ones used to alert the public in the event of an actual emergency. There are 37 sirens in Delaware located within a 10-mile radius of the Salem-Hope Creek Generating Stations in New Jersey. The sirens cover an area north from Delaware City, west to Middletown, and south to Woodland Beach. This test is part of an ongoing program that continually monitors the integrity of the siren system.
In the event of an actual emergency, there would be a series of steady three (3) to five (5) minute siren sounds that would alert citizens to turn their radio to an Emergency Alert System (EAS) station for critical emergency information or instructions.

Community Notice: Townsend Station
Please be advised that New Castle County Department of Public Works conducted a test today on the sanitary sewer lines and a dye test on the storm water pipes in Brook Ramble Lane within Townsend Station. Residents may see a fluorescent green hue to the water in the storm water basin located at the intersection of Sunnyside Lane and Brook Ramble Lane. This hue should not be of concern as the dye is EPA friendly and should not last longer than a week.

Weather Statement – September 22-24, 2023 – Costal Storm This Weekend
US National Weather Service Philadelphia/Mount Holly has issued the following briefing for weather impacts this weekend; a coastal storm appears increasingly likely to affect the region from Friday night into Sunday. Besides the flooding rain potential mentioned in the graphic here, winds may gust up to 40 mph inland and 50 mph near the coast, which may result in coastal flooding, beach erosion and dangerous rip currents. Suffice it to say, the weekend in general, and Saturday in particular, is not looking very nice.

P.S.A. REMINDER: HELP Initiative, Inc. Lights On Delaware Strong Program in the Town of Townsend
With the support of the Town of Townsend and the Townsend Police Department, representatives from the HELP Initiative will be going door to door throughout the Town to offer their services to residents for the Lights On Delaware Strong Program. Installation team members will be knocking on doors and placing door hangers on doors to provide you with information of their services. The HELP Initiative team members will replace outdoor light bulbs with energy efficient dusk to dawn LED bulbs. If you do not have a light fixture installed, the installation team can install a Solar Motion, LED Flood Light as provided by The Energize Delaware Program, which is implemented by the HELP Initiative.
This is a voluntary NO COST program.
The goal of this program is to improve street and residential illumination, while reducing household energy expenses by up to 30%.
