In recognition of the Memorial Day Holiday, Townsend Townhall will be closed on Monday, May 29th, 2023.

The following are the biographies for the three incoming Council members: 

Dr. Joseph J. Bangura

Dr. Joseph J. Bangura is Visiting Professor in the Department of History, Political Science and Philosophy at Delaware State University, where he teaches African, African American and World History. Dr. Bangura is the author and co-editor of three books and several peer reviewed scholarly articles in prestigious academic journals. Dr. Bangura is the founding editor of the book series, Anthem Advances in African Cultural Studies: http://www.anthempress.com/anthem-advances-in-african-cultural-studies. He is also the Associate Editor (Africa) for the Journal of Global South Studies: https://journals.upress.ufl.edu/jgss. He has provided consultancy work for the United States Army Directed Studies Office and has co-convened three National and International conferences on the Ebola Epidemic, African Diaspora Connections and Religious Identities in Africa and in the African Diaspora. His research interests include Social, Urban and Intellectual History, State Governance and Security in the Global South. He has taught courses on Gender Relations in Africa, Islam in Africa, African Christianity, and Globalization among others.

Dr. Bangura’s goals for the Townsend Town Council are two-fold. First, to help formulate and implement policies that will foster economic development and growth for the Town of Townsend. Second, to develop and promote innovative ideas that will enhance the sociopolitical profile of the Town of Townsend in diverse and efficient ways.

Dr. Bangura has been a resident of Townsend since June 3, 2021.

Marcus W. Suhr

Marcus W. Suhr was born in Lincoln, Nebraska and came to the East Coast as a teenager, finishing high school in Rising Sun Maryland. After college at the University of Maryland, Mr. Suhr became a resident of Delaware around the year 2001. He has been a resident of Townsend since 2018. Mr. Suhr works out of Wilmington for Amtrak since 2016. 

One of Mr. Suhr’s goals, as a member of the Town Council, is to help provide stability and oversight for our growing community. As a safety professional by trade, he brings a risk management mindset to the work.  Mr. Suhr is excited to become involved. He is also passionate about Veterans’ issues, safety and security, mental health, the Bill of Rights, and service organizations.

Matthew W. Chapman

Matthew W. Chapman, served 10 years in the US Navy Submarine Force as a Nuclear Reactor Operator. Currently, he is a Senior Reactor Operator for a Nuclear Utility and has been licensed for five years.  Mr. Chapman states he is a father of two wonderful children and is a husband to his supportive wife. His goal on the Town Council is to learn and develop in the role.  For his first time ever serving as a Council member, Mr. Chapman seeks to get involved with the community and find ways to improve our Town. He has lived in Townsend for almost five years.

Town of Townsend Municipal Code 24.08.040 Planning Commission

  1. Planning Commission. The Planning Commission is hereby established in the manner prescribed by law. This commission shall consist of five members. At all times one member is to be a member of the Board of Adjustment. All members are to be appointed by the town council for a period of three years. Any member may be removed by a majority vote of the full council. Vacancies shall be filled for the un-expired term of any member whose position becomes vacant. The duties of the Planning Commission shall be to review the zoning ordinance and to advise the board of adjustment and town council of proposed amendments or changes in the zoning ordinance on a yearly basis. The Planning Commission has the responsibility of updating the zoning map and developing a comprehensive development plan.

Delaware Code Title 22 Municipalities, Chapter 7 Planning Commission § 701. Establishment; membership.

Any incorporated city or town may at any time establish a planning commission under this chapter. A planning commission established hereunder shall consist of not less than 5 nor more than 9 members. Such members shall in cities be appointed by the mayor, subject to confirmation by the city council, and in towns where there is not a mayor shall be elected by the town commissioners. When a planning commission is first established the members thereof shall be appointed or elected for terms of such length and shall be so arranged that the term of at least 1 member shall expire each year and their successor shall be appointed or elected for terms of 2 to 5 years each. Any member of the planning commission so established in a city may be removed for cause after a public hearing by the mayor with the approval of city council; members of the planning commission elected by town commissioners shall be removed by them for cause after a public hearing by a majority vote. A vacancy occurring otherwise than by expiration of term shall be filled for the unexpired term in a city in the same manner as an original appointment and in a town by the town commissioners. Such a planning commission shall elect annually a chairperson and a secretary from among its own number and may employ experts, clerical and other assistants. It may appoint a custodian of its plan and records who may be the city engineer or town clerk.

The Town of Townsend respectfully requests all Town residents and visitors of residents to be mindful of your neighbors and public safety when parking your vehicles. Please be mindful of the following items in order to ensure safe parking on our Town streets:

    • Do not park on curbs.
    • Do not park on sidewalks.
    • Do not double park vehicles; especially on narrow streets.
    • Do not park directly across from a vehicle parked on the opposite side of the street.
    • Do not park where parking is prohibited.

Please also be advised that parking is prohibited within the following measurements:

    • 30 feet from stop signs.
    • 20 feet from intersections.
    • 15 feet from fire hydrants.
    • 10 feet from crosswalks.

Town of Townsend Community Yard Sale Listing 05/20/2023

The Town of Townsend Community Yard Sale will be taking place from 8 a.m. to 3 p.m. on Saturday, May 20th.  See the below flyer for a list of homes participating.

UPDATE-Traffic Advisory: Commerce Street & Dexter Corner Road

Please be advised the area has been cleared.  Traveling is now open for those heading northbound on Dexter Corner Road and on Commerce Street heading both northbound and southbound.

Please be advised that Dexter Corner Road traveling northbound and Commerce Street traveling both northbound and southbound will be closed due to downed power and cable wires in the area.  Through traffic should travel southbound only on South Street. 

An update will be provided once the area is cleared.
