2022 Town of Townsend Town Council Reorganization
On Wednesday, June 1, 2022, the Town of Townsend held its annual reorganization meeting. At this meeting, Scott Lobdell, one of the Town Council Candidates for a two-year term was sworn in and seated in accordance with the Town Ordinance. His term will expire in June 2024.
Following the swearing in of Councilman Lobdell there were two remaining vacant seats on Council, the sitting Councilmembers appointed two members to one-year Council terms, in accordance with the Town Charter. Appointed members were Edgar Dugan and Sheryl Rojas. Both Edgar Dugan and Sheryl Rojas were sworn-in at the reorganization meeting of the Town Council and their terms will expire in June 2023.
After the Councilmembers were seated, the Town Council elected Councilman Scott Lobdell to serve as Mayor of the Town of Townsend. The Mayor serves a one-year term.
Mayor Lobdell’s first duty after taking the chair, was to announce his appointments of Councilmembers to Committees. The following Committees were established, and the following Council members were appointed:

Over the next few weeks, committees will work with Mayor Lobdell to establish priorities and annual objectives.
Townsend Wildlife Photo Contest
The Town of Townsend is hosting a Wildlife Photo Contest! Please submit photos of local wildlife by June 20th, 2022. Up to 3 photos can be submitted in one of two ways: 1. Facebook using (hashtag) #TownofTownsend. Please include the location of where the photo was taken in Townsend (19734) and the date of when it was taken. OR 2. Email to Townsend Town Hall at townhall@townsend.delaware.gov Please include the location of where the photo was taken in Townsend (19734) and the date of when it was taken.
Winners will be chosen to win a free 1- year certification of a National Wildlife Federation Habitat/ Garden and will have their photo showcased at Townsend Town Hall through May 30th, 2023.

Townsend Community Walking Club
The Town of Townsend is pleased to announce the Community Walking Club! Join your neighbors and members of Town Council every Thursday in the months of June, July, and August at either 6:00 am or 6:00 pm for a walk through Town. Walks will begin and will finish at Townsend Town Hall located at 141 Main Street. Bring a friend and connect with your community!

Non-Perishable Food Collection for Our Daily Bread
The Town of Townsend will be holding a non-perishable food drive for Our Daily Bread, until July 1st, 2022. There will be a collection bin at Townsend Town Hall at 141 Main St., Townsend, DE 19734.

TELEVISING PIPE NOTICE

Hello,
This notice is being issued to make you aware of televising pipe activities in your development for the project listed above.
The project consists of investigating the existing condition of the interior of the stormwater pipes in the Townsend Station development. Standard Pipe Services will be using a camera to record the condition of the interior of the pipes. There will be several trucks and machinery on site during this project. No repairs will be made at this time. This project is only to obtain the condition of the pipes. The Town of Townsend will implement a plan of action to complete the necessary repairs at a later date. The televising of the stormwater pipes of this project is scheduled to begin June 6th and to be completed by June 17th.
We regret any temporary inconveniences you may experience during the construction. While every effort will be made to provide continuous automobile and pedestrian traffic during the televising activities, please be aware of any temporary parking restrictions, road/sidewalk closures or detours that may be posted.
The safety of residents, motorists, pedestrians, and workers will be a priority during this project. During televising activities, please be aware of any safety signage, barriers, equipment and workers so that we can maintain a safe and secure working zone.

Town of Townsend Recognizes Memorial Day
In recognition of Memorial Day, Town of Townsend and VFW Post 3792 placed flags for the fallen in front of Townsend Town Hall. Each flag represents a servicemember who sacrificed all for their country. If you look closely at each flag, you will see a name on all but 2 of the flags – those represent the MIA and those lost, who remain unknown.
Townsend Town Hall Closed in Recognition of the Memorial Day Holiday
In recognition of the Memorial Day Holiday, Townsend Townhall will be closed on Monday, May 30th, 2022.

Seeking Information on Careless and Reckless Driver in Townsend Municipal Park
The Town Townsend is seeking information relating to a careless and reckless driver who drove dangerously in and around the Townsend Municipal Park, with several citizens and children present.
The incident occurred on Wednesday, 5/18/2022 around 7:10 pm.
Delaware State Police and Townsend Police Department are seeking information on this vehicle and driver.

The Town of Townsend, DE is seeking applications for the position of Town Clerk.
JOB DESCRIPTION:
This position is responsible for preparation and maintenance of fiscal, administrative and regulatory records for the Town. Work is performed in accordance with the Town Charter, ordinances, and general law, and requires initiative and the ability to work effectively and independently with the public and other officials.
The Town Clerk shall have the power to certify town documents including, but not limited to, the town map, ordinances, resolutions, regulations, amendments, contracts, planning documents, rules and by-laws. The Town Clerk shall have charge and custody of the Town Seal. The Town Clerk shall have charge and custody of books, journals, records, papers and other effects of the town and shall keep the same in a safe and secure place. It shall be the duty of the Town Clerk to ensure proper administration and facilitation of municipal elections. The Clerk shall give notice of Council meetings to its members and the public, record all the proceedings of Council and keep a correct journal of the same in a book or books, to be provided for that purpose and also the papers relative and belonging to The Town of Townsend, all of which are to be carefully preserved and delivered to the Clerk’s successor in office.
JOB DUTIES:
Under limited supervision, reporting to the Town Manager, serves as liaison between Mayor and Council and the public; serves as custodian of Council’s legislative history and official records; attends and prepares minutes of Council meetings; prepares and manages Council’s meeting agendas and meeting calendar; issues public notice of Council and organizational meetings; provides administrative support to Council.
Serves as Election Officer on behalf of Town and as liaison to the Board of Elections; coordinates election activities with New Castle County Department of Elections and organizes election related events.
Manages receipts of Freedom of Information Act requests, manages records retention schedules for all municipal documents as required by Delaware law, schedules meetings and prepares projects/documents and all other duties as maybe assigned by Town Manager. Prepares ordinances, resolutions and proclamations so they can be executed, recorded, distributed, and archived.
Responsible for the issuance of building permits, contractor licenses, tax bills, and all other licenses and permits required by the Town. Monitors monthly lien and collections reports and coordinates activity with Town Attorney’s office.
SKILLS & QUALIFICATIONS:
The ideal candidate will have three to five years municipal experience including records management, accounting/bookkeeping experience, and have completed or must complete the Municipal Clerks Certificate Training Program offered by the Institute For Public Administration or equivalent upon being hired. Candidates with comparable experience are encouraged to apply.
Proficiency in Microsoft Office, good organizational and communication skills, and the ability to deal effectively with the public are a must.
The successful candidate must pass a background check and drug test. Salary is dependent upon education and experience. An excellent benefit package is provided.
