Discontinuation of Garbage & Street Light Utility Fees after July 1, 2020

August 3, 2020

To all Townsend Residents and Businesses,

Earlier this year, Town Council approved discontinuing streetlight and garbage utility fees in the Town of Townsend effective after September 2020.  Initially, this was scheduled to begin with the 2020-2021 tax billing in in the fall. However, in order to efficiently shift the expense for streetlights and garbage collection to the 2020-2021 tax year, which began July 1, 2020, we are implementing this change effective July 1, 2020.

Those that have already made a streetlight and garbage utility fee payment for the third quarter beginning July 1, 2020, will have the payment credited to their municipal tax account for this year.  The only exception is for those who have an outstanding streetlight or garbage utility fee balance from a previous quarter.  The 2020-2021 tax bill will be distributed in the next few weeks and will reflect any applied credits.

Going forward, the Town of Townsend will no longer be issuing quarterly bills for streetlight and garbage utility fees.  These expenses are now being incorporated into the municipal operating budget and paid for through your property taxes.

All outstanding utility accounts will remain active until they are paid in full for streetlight and trash services through June 30, 2020.  Accounts that remain delinquent will be evaluated to determine collection proceedings, including pursuing legal options to assure collection.

If you have any questions or concerns, please feel free to contact me to discuss.

Sincerely,

Anthony S. Mangeri, MPA, CPM, CEM

Town Manager

Preparedness for Tropical Storm Isaias

The National Weather Service has issued a Tropical Storm Warning for Townsend and surrounding areas.  Tropical storm force winds could lead to tree and power line damage. Gusts of near hurricane force (>73mph) may be possible throughout the day on Tuesday.

The primary concern with Isaias remains heavy rain leading to flash flooding. Significant amounts of rainfall may cause flash flooding across the region, Tonight through Tuesday night.  The greatest impacts are expected early Tuesday morning into Tuesday night.  There is a potential for tree damage and power outages due to expected high winds.

Residents are advised to remove landscape and outside items that can become airborne in high winds.  Clear outside space by removing anything that can be removed before high winds arrive. This includes trash cans, garden furniture, tools, children’s toys, bicycles, pet cages, and unsecured flowerpots. All of these items could cause serious damage if it were turned into a projectile by very strong winds.

The safest place to during high winds is indoors. If outdoors, watch for flying debris. Report downed lines to Report Power Outages and Downed Wires to DELMARVA Power at 1-800-898-8042 or 1-800-898-8045.  Storm Preparedness Information can be found at: DELMARVA Storm Preparation Handbook: https://www.delmarva.com/SiteCollectionDocuments/DelmarvaStormPreparationHandbook(1).pdf#search=storm%20help

A test of the Salem/Hope Creek Nuclear Generating Stations Alert and Notification System will be conducted by the Delaware Emergency Management Agency and the Delaware State Police on Tuesday, July 7, 2020Sirens will sound at around 7:20pm tonight.

The Quarterly Siren Test involves a three-to five-minute sounding of the 37 sirens followed by a test message of the Emergency Alert System (EAS) on local radio stations.  The sirens are located within 10 miles of the Salem/Hope Creek power plants in New Jersey, and are the same sirens used to alert the public in the event of an actual emergency at either the Salem or Hope Creek Nuclear Generating Stations.  In such an emergency, the public would be alerted by the sirens to tune radios to one of the local EAS stations for important emergency instructions.
