The Town of Townsend is now accepting proposals from qualified firms or individuals for Code Review and Inspection Services. As development activity in the town continues to grow, we are seeking a knowledgeable and experienced partner to support municipal staff in ensuring construction projects meet all relevant building, safety, zoning, and environmental codes.

This RFP outlines the scope of services required, including plan review, permitting assistance, field inspections, and code compliance oversight. The selected firm will work closely with the Town to ensure a safe and orderly development process, enhancing our community through professional and consistent code enforcement.

Scope of Work Includes:

  • Permitting coordination

  • Construction oversight

  • Architectural and engineering plan reviews

  • Site inspections

  • Reporting and correction notices

  • Additional services as needed

Minimum Qualifications:

  • Certification to perform inspections in Delaware

  • Minimum 5 years of relevant municipal experience

  • Insurance coverage meeting Town requirements

Submission Requirements:
Proposals must include a cover letter, company qualifications, key personnel details, references, fee schedule, proof of insurance, and required licenses.

Evaluation Criteria:
Proposals will be reviewed based on experience, understanding of the project, past performance, cost, and local knowledge.

Deadline for Proposal Submission:
Monday, June 30, 2025, by 4:00 PM
Late submissions will not be considered.

The Town of Townsend is seeking proposals from qualified engineering firms to provide professional services to support the Town’s infrastructure projects and municipal engineering needs. The selected firm will assist with planning, design, permitting, construction oversight, and other related services vital to our growing community.

Scope of Services Includes (but is not limited to):

  • Preliminary Engineering & Planning

  • Design Services

  • Permitting Assistance

  • Bidding & Procurement Support

  • Construction Oversight

  • Additional Municipal Engineering Services

The contract will be for a one-year term with the possibility of annual renewals for up to three additional years, based on performance.

Notice of Bid Opening- Code Review & Inspection Services

We Want Your Input: Tax Rate Adjustment Survey

As we plan for the upcoming fiscal year, our town is facing the need for a tax rate adjustment to ensure we can continue providing essential services and maintaining infrastructure.

We are considering two options for how to implement this adjustment:

  • Option 1: Apply the full adjustment in the upcoming fiscal year.

  • Option 2: Spread the adjustment evenly over the next two fiscal years to reduce the immediate impact.

We’re asking property owners and residents to help guide this decision by completing a brief survey.
