These are the official results of the 2021 Town of Townsend Town Council Election, as certified by the Town of Townsend Board of Elections
Eschalla Clarke- 46 votes***
Gerald Dove- 53 votes***
Scott Lobdell- 41 votes
Joshua Mertz- 43 votes***
The new Council Members will be sworn into office on June 2, 2021. The Town Council will then nominate and appoint a Mayor for a 1-year term.

Town of Townsend Election: May 1, 2021, 8 am- 6pm
This is a reminder that the Town of Townsend will be holding an election for Town Council tomorrow, Saturday May 1, 2021. Eligible registered voters may vote from 8 AM to 6 PM at Townhall, 141 Main Street. Pandemic safety precautions are to be followed. Face coverings will be required to enter the building.

Yard Waste Guidelines
Please find the guidelines below from GFL regarding Yard Waste Collections.
Collection will begin on Monday, May 3rd, and will continue every other week through December 2021. Yard Waste is collected on the same weekday as trash and recycling. Please find a sample municipal waste collection schedule below:
- Monday, May 3rd: Collection of Trash, Recycling, & Yard Waste.
- Monday, May 10th: Collection of Trash & Recycling. NO Yard Waste Collection.
- Monday, May 17th: Collection of Trash, Recycling, & Yard Waste
- Monday, May 24th: Collection of Trash & Recycling. NO Yard Waste Collection.
Yard waste must be placed loose inside the provided container. Absolutely NO bags can be placed in the can or beside it. Lids on cans must be able to close, nothing sticking or hanging out of the can. GFL does not take sand, dirt, sod, mulch, rock or large thick tree trunks. Branches no thicker than 3” in diameter and no longer than 4’ in length.
Along with the can, GFL can take small bundles of twigs, branches, etc. They must be bundled with sturdy twine and manageable by one person. No more than 3 additional small bundles.
If you already have a private yard waste contract with GFL, you may contact GFL directly to cancel your private contract and continue with the Town Yard Waste contract. GFL can be reached at (302) 378-5400.
This is provided as an additional service, there is no scheduled increase in fees incurred to residents or the Town of Townsend.

Yard Waste Collection in the Town of Townsend
The Town Of Townsend is happy to announce that we have added yard waste collection as a new service effective the first week in May. The Town of Townsend has negotiated to offer yard waste every other week. This additional service is provided at no cost to our residents. In order to achieve this GFL, our municipal waste service provider, will be distributing yard waste containers for each resident in Town, beginning this week.
Yard waste will be collected from May 1 through December on a bi-weekly basis. Guidance relating to the yard waste collection will be provided shortly.
2021 Town Council Candidate Biography- Joshua Mertz
Joshua Mertz was appointed to Council in August of 2020. The term which he was appointed to fill ends in May 2021.
Joshua cites a desire to build and foster good community as one of the main reasons he has joined the council. Joshua embraces service to the community as a core value, which he would like to model for his family. Joshua previously served as the Townsend Village 2 Maintenance Corporation’s President from 2018-2019.
Joshua works in research and development, where he develops new materials for purifying drinking water.
Prior to working in the water industry, Joshua worked in the nuclear waste treatment industry in both Washington (Richland) and Tennessee (Oak Ridge).
Joshua grew up in Connecticut and earned a bachelor of science degree in Chemistry from Haverford College and a PhD in Inorganic Chemistry from Northwestern University. He has lived in Townsend since 2017. Joshua lives in Townsend with his wife, Jennifer, and their four children.
When not serving as a councilman or working in the laboratory, Joshua can be found practicing a number of hobbies including woodworking, photography and refereeing the sport of fencing.
2021 Town Council Candidate Biography- Scott Lobdell
Scott Lobdell was elected to Town Council in April 2019. He is currently the Chair for the Community Relations, Parks and Recreation and Land Use & Development Committees in addition to being the Co-Chair for the Public Works Committee.
Scott has lived in Townsend for over 14 years with his wife and three children. Councilman Lobdell has been practicing as a licensed Professional Engineer in Delaware since 2001. This career has involved designing and gaining approvals for thousands of homes and hundreds of thousands square feet of commercial space across the entire state.
